115kV – Forestville Substation

Obsolete Relay & Breaker Replacement – Bristol, Connecticut

Project Scope #1:

Provided engineering and design for the retirement of an existing 115kV breaker failure relay and reclosing scheme.  Installed (2) SEL 351-6 relays for the breaker failure and reclosing scheme.  New relays were connected to the existing station Frame Relay Access Device.

  • Created SEL relay settings file (.rdb)

  • Prepared construction drawings, including demolition and removal
  • Created nameplate list for new relays, devices, and test switches

Provided engineering and design for the retirement of (2) existing 115kV oil insulated circuit breakers, and installed a new 115kV, 2000A 40KA gas insulated circuit breaker.

  • Created design for new platforms for breaker control cabinet and maintenance access
  • Prepared design for new conduit and cables
  • Prepared bill of material
  • Prepared construction drawings, including demolition and removal

Design Challenges & Solutions:

Due to outage arrangements for this substation, the breaker replacement and relay replacement scopes eventually needed to be combined into one package after being initially submitted to construction.  The original outage plan indicated separate outage periods for each of the 115kV breakers and 115kV breaker failure relays. The final plan included a sequence of work that will meet the outage coordination plan.
